Funding Programs These are the operating agreements that provide the funding to start, provide subsidy, and maintain your housing co-op until the mortgage is paid. Ontario Ministry of Municipal Affairs and Housing Housing Services Corporation: The Housing Services Corporation (HSC) is a non-profit organization that delivers province-wide programs that benefit Ontario’s affordable housing sector.
